Swachh Survekshan: Goal, Survey and Struggle

Every year Our country goes through a survey for cleanliness, hygiene, and sanitation that is called Swachh survekshan. It is conducted under the ambit of the swachh Bharat mission. It started in 2016 and in that survey, there were 73 cities in total where 53 were cities having a population of over a million and others was state capitals. By 2020 the survey has grown to cover 4242 cities in our countries and became the largest cleanliness survey in the world. The survey is carried out by the Quality council of India. In the 2020 survey, Indore got the tag of the cleanest city in India. Surat was ranked second and Navi Mumbai was a third cleanest city.

The survey had been instrumental in fostering a spirit of healthy competition among towns and cities to improve their service delivery to citizens and towards creating cleaner cities.

Goal

The primary goal of swachh survekshan is to create awareness among citizens of the country about cleanliness, sanitation, and hygiene and encourage large-scale participation in making our cities and towns clean. Also, it promotes the togetherness of people and lets them work together for the achievement of their goals and the betterment of society as well as mankind. 

Survey

In the 2022 survey, Indore, the city of lakes and palaces, walked away with the cleanest city title for the 6th time while Surat was adjudged the second cleanest city, for the second time in a row and Navi Mumbai bagged the third spot. For states, Madhya Pradesh emerged as the ‘ cleanest state’, Chhattisgarh in second place and third is Maharashtra.

Besides, some states are doing good in making their cities and towns clean like Noida and Ghaziabad of UP. Some are getting demotions in their rank. Delhi being the capital of India should stand at least among the 10 cleanest cities. But Delhi is in the 37th position. 

Struggle 

After so much investment in cleanliness and sanitation, Delhi and some other states and union territories are still not getting better than before. Officials at the municipal corporation of Delhi expressed varying views over the struggle of the civic body to gain better rankings, with some stating that the funds they are getting for sanitation were insufficient. But the others stated that it’s not because of funds, instead, it’s because of the improper segregation of waste.

According to Indore municipal corporation commissioner Pratibha Pal, the “golden rule” is ensuring that 100% of the waste is segregated at the source.

Pratibha Pal added that they started the segregation of waste with only two categories at the beginning that are wet and dry, but currently they are dividing the waste into six categories. This includes, wet ,dry, plastic, domestic hazardous, sanitary waste and electronic waste. Another thing that has been mentioned by Pratibha Pal was that the political leaders of Bhopal had prioritized sanitation. Regardless of the party they are representing they just do what they feel like for the betterment of Indore in sanitation.

Sanitation

Officials of IMC Indore and other developing states and cities are pointing out the mistakes of Delhi as well as some other cities for not keeping waste segregation on the utmost priority. 

 “These declining states had never pushed people to segregate their waste in a proper manner and there have been no changes in the methods to increase awareness. Even today, there are multiple instances of people not segregating their waste or the garbage collector mixing the segregated waste. This is possibly the most simple step to ensure a large change but the former mayors and councilors showed no will to enforce this” said one MCD official.

In most of the cases of cities being on low rank, the reason isn’t insufficient funds but the lack of waste management. These cities should imitate the idea of Indore categorizing waste into six categories. Proper Waste management will surely help them to achieve a better rank in the survey and as a result, our country will get some more clean and hygienic cities like Indore(Madhya Pradesh).
