Russia had been kicked out of the international SWIFT banking system. According to the Russian media organization RBC, China’s payment operator, UnionPay, declined to cooperate with Russian institutions when Visa and MasterCard ceased supplying them. UnionPay was concerned that it would face “second penalties” and also be shut away from the Western-controlled international banking network, according to the report.
